(Defini\u021bie simpl\u0103)<\/strong><\/h2>\n\n\n\n<p><strong>AFIR<\/strong> reprezint\u0103 <strong>Regulamentul privind infrastructura pentru combustibili alternativi<\/strong> (Regulamentul (UE) 2023\/1804).<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>\u00cenainte (era AFID):<\/strong> UE a emis \u00eendrum\u0103ri \u0219i directive. Ritmul de dezvoltare \u0219i experien\u021ba utilizatorilor au variat foarte mult \u00eentre \u021b\u0103ri.<\/li>\n\n\n\n<li><strong>Acum (era AFIR):<\/strong> Din <strong>2024 \u00eenainte<\/strong>, cerin\u021bele devin mai armonizate \u0219i mai u\u0219or de aplicat, cu etape etapizate p\u00e2n\u0103 \u00een 2030.<\/li>\n<\/ul>\n\n\n\n<p><strong>Rezumat pe o singur\u0103 linie:<\/strong> <strong>AFIR este \u201emandatul nenegociabil\u201d al UE de a face \u00eenc\u0103rcarea vehiculelor electrice la fel de u\u0219oar\u0103, transparent\u0103 \u0219i disponibil\u0103 pe scar\u0103 larg\u0103 ca realimentarea - \u00een toate statele membre \u0219i \u00een re\u021belele CPO.<\/strong><\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>2) Cei patru piloni: cum schimb\u0103 AFIR \u00eenc\u0103rcarea vehiculelor electrice \u00een via\u021ba real\u0103<\/strong><\/h2>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>A) Mai pu\u021bine \u201ede\u0219erturi de \u00eenc\u0103rcare\u201d (acoperirea coridorului TEN-T)<\/strong><\/h3>\n\n\n\n<p>Principalele coridoare de transport ale UE sunt organizate \u00een cadrul <strong>CORT<\/strong>Obiectivul principal al AFIR este de a face ca sta\u021biile publice de \u00eenc\u0103rcare s\u0103 fie <strong>mai dens \u0219i mai fiabil<\/strong> de-a lungul acestor rute, reduc\u00e2nd \u201elacunele de acoperire\u201d transfrontaliere.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Autoturisme:<\/strong> De la mijlocul anilor 2020 \u00eencoace, a\u0219tept\u0103rile privind acoperirea coridoarelor TEN-T \u0219i capacitatea amplasamentelor cresc \u00een etape.<\/li>\n\n\n\n<li><strong>Camioane grele:<\/strong> AFIR stimuleaz\u0103, de asemenea, preg\u0103tirea coridoarelor \u0219i a hub-urilor pentru logistica grea, \u00eemping\u00e2nd pia\u021ba c\u0103tre amplasamente cu putere mai mare \u0219i o disponibilitate mai previzibil\u0103.<\/li>\n<\/ul>\n\n\n\n<p><strong>Concluzie pentru \u00eencep\u0103tori:<\/strong> Nu ar trebui s\u0103 fie nevoie s\u0103 \u201epariezi\u201d pe existen\u021ba unui \u00eenc\u0103rc\u0103tor pe rutele principale - scopul este o acoperire fiabil\u0103 acolo unde oamenii c\u0103l\u0103toresc efectiv.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>B) Mai pu\u021bine dificult\u0103\u021bi legate de pl\u0103\u021bi (utilizabilitate ad-hoc pentru pl\u0103\u021bi)<\/strong><\/h3>\n\n\n\n<p>Una dintre cele mai vizibile direc\u021bii din cadrul AFIR este facilitarea \u00eenc\u0103rc\u0103rii publice pentru \u0219oferii care nu doresc s\u0103 se al\u0103ture unui anumit ecosistem.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Direc\u021bia de deplasare:<\/strong> Taxarea ad-hoc ar trebui s\u0103 fie practic\u0103, cu mai multe op\u021biuni de plat\u0103 universale \u0219i mai pu\u021bine bariere de tipul \u201eobligatoriu de desc\u0103rcare a unei aplica\u021bii \/ obligatoriu de \u00eenregistrare\u201d.<\/li>\n<\/ul>\n\n\n\n<p><strong>Concluzie pentru \u00eencep\u0103tori:<\/strong> \u00cenc\u0103rcarea ar trebui s\u0103 fie mai apropiat\u0103 de pl\u0103\u021bile zilnice - mai pu\u021bine configur\u0103ri, mai pu\u021bin\u0103 confuzie, mai pu\u021bine momente de genul \u201eSunt aici, dar nu pot pl\u0103ti\u201d.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>C) Pre\u021buri mai clare (Transparen\u021ba pre\u021burilor)<\/strong><\/h3>\n\n\n\n<p>Tarifele publice de \u00eenc\u0103rcare pot p\u0103rea inconsistente: pe kWh, pe minut, taxe de sesiune \u0219i logici diferite de pre\u021b pentru roaming.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Direc\u021bia de deplasare:<\/strong> Regulile de pre\u021b ar trebui prezentate clar (\u00eenainte sau \u00een timpul tax\u0103rii), iar logica pre\u021burilor afi\u0219at\u0103 utilizatorilor trebuie s\u0103 corespund\u0103 factur\u0103rii \u0219i decont\u0103rii \u00een backend.<\/li>\n<\/ul>\n\n\n\n<p><strong>Concluzie pentru \u00eencep\u0103tori:<\/strong> Mai pu\u021bin \u201emister al pre\u021burilor\u201d - ar trebui s\u0103 \u00een\u021belegi cum \u021bi se factureaz\u0103.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>D) Informa\u021bii de stare mai fiabile (Disponibilitatea datelor)<\/strong><\/h3>\n\n\n\n<p>Cea mai proast\u0103 experien\u021b\u0103 este s\u0103 ajungi pe un site care nu func\u021bioneaz\u0103, este blocat sau offline, chiar dac\u0103 sistemul de navigare a indicat c\u0103 func\u021bioneaz\u0103 \u00een regul\u0103.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Direc\u021bia de deplasare:<\/strong> Operatorii ar trebui s\u0103 furnizeze informa\u021bii mai fiabile despre stare (disponibil\/ocupat\/scoas\u0103 din func\u021biune), ceea ce face ca naviga\u021bia \u0219i planificarea c\u0103l\u0103toriei s\u0103 fie mai precise.<\/li>\n<\/ul>\n\n\n\n<p><strong>Concluzie pentru \u00eencep\u0103tori:<\/strong> H\u0103r\u021bile \u0219i naviga\u021bia \u00een ma\u0219in\u0103 ar trebui s\u0103 fie mai fiabile.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>3) Cronologie: c\u00e2nd te afecteaz\u0103 cu adev\u0103rat acest lucru<\/strong><\/h2>\n\n\n\n<figure class=\"wp-block-table\"><table class=\"has-fixed-layout\"><thead><tr><th><strong>An<\/strong><\/th><th><strong>Ce se \u00eent\u00e2mpl\u0103 (nivel \u00eenalt)<\/strong><\/th><th><strong>Pe cine afecteaz\u0103<\/strong><\/th><\/tr><\/thead><tbody><tr><td><strong>2024<\/strong><\/td><td>Se aplic\u0103 AFIR; conformitatea se mut\u0103 de la planificare la livrare<\/td><td>CPO-uri, proprietari de site-uri, produc\u0103tori<\/td><\/tr><tr><td><strong>2025<\/strong><\/td><td>Primele etape ale coridoarelor \u00eencep s\u0103 \u201emu\u0219ce\u201d \u00een programele de implementare<\/td><td>Utilizatori la distan\u021b\u0103 lung\u0103, re\u021bele majore<\/td><\/tr><tr><td><strong>2027<\/strong><\/td><td>Cerin\u021bele se \u00een\u0103spresc \u0219i mai mult; preg\u0103tirea digital\u0103 \u0219i disciplina opera\u021bional\u0103 conteaz\u0103 mai mult<\/td><td>CPO-uri, platforme, parteneri de ecosistem<\/td><\/tr><tr><td><strong>2030<\/strong><\/td><td>Obiectiv de maturitate pentru acoperirea coridoarelor \u0219i preg\u0103tirea pentru vehicule grele<\/td><td>Logistic\u0103 \u0219i industrie<\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>4) \u201eDiscu\u021bii reale\u201d din industrie: de ce CPO-urile simt presiunea<\/strong><\/h2>\n\n\n\n<p>AFIR este excelent pentru \u0219oferi, dar pentru operatorii de puncte de \u00eenc\u0103rcare (CPO), este o <strong>tehnologie + cheltuieli de capital + guvernan\u021b\u0103 opera\u021bional\u0103<\/strong> test de stres. Cea mai grea parte nu este pur \u0219i simplu \u201einstalarea mai multor \u00eenc\u0103rc\u0103toare\u201d, ci func\u021bionarea unei re\u021bele care <strong>implementabil, operabil \u0219i auditabil<\/strong>.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>1) Moderniz\u0103rile hardware sunt costisitoare (realitatea moderniz\u0103rii)<\/strong><\/h3>\n\n\n\n<p>Multe site-uri vechi nu au fost construite \u021bin\u00e2nd cont de op\u021biunile de plat\u0103 viitoare, cerin\u021bele de afi\u0219are \u00eembun\u0103t\u0103\u021bite sau a\u0219tept\u0103rile de conformitate \u00een continu\u0103 evolu\u021bie. Ceea ce vede un utilizator trebuie s\u0103 corespund\u0103 logicii de facturare \u0219i de decontare din backend. Chiar \u0219i mici inconsecven\u021be pot duce la:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>contesta\u021bii \u0219i ramburs\u0103ri<\/li>\n\n\n\n<li>cheltuieli generale de reconciliere<\/li>\n\n\n\n<li>daune la reputa\u021bie \u0219i controlul conformit\u0103\u021bii<\/li>\n<\/ul>\n\n\n\n<p><strong>Concluzia:<\/strong> AFIR oblig\u0103 CPO-urile s\u0103 fac\u0103 upgrade de la \u201eimplementare hardware\u201d la \u201emanagementul sistemului opera\u021bional\u201d.<\/p>\n\n\n\n<p><strong>Adev\u0103rul direct:<\/strong> AFIR nu recompenseaz\u0103 \u201einstal\u0103rile rapide\u201d - recompenseaz\u0103 re\u021belele care <strong>ruleaz\u0103 \u00een mod fiabil la scar\u0103 larg\u0103<\/strong>.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>5) \u00centreb\u0103ri frecvente<\/strong><\/h2>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>\u00ce1: Ce este AFIR \u00een \u00eenc\u0103rcarea vehiculelor electrice?<\/strong><\/h3>\n\n\n\n<p>AFIR este Regulamentul UE privind infrastructura pentru combustibili alternativi (UE 2023\/1804). Acesta stabile\u0219te cerin\u021be e\u0219alonate pentru implementarea \u0219i utilizabilitatea \u00eenc\u0103rc\u0103rilor publice - \u00een special pe coridoarele TEN-T - pun\u00e2nd accent pe experien\u021ba utilizatorului, transparen\u021ba \u0219i disciplina opera\u021bional\u0103.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>\u00ce2: C\u00e2nd se aplic\u0103 AFIR?<\/strong><\/h3>\n\n\n\n<p>AFIR se aplic\u0103 din 2024, iar cerin\u021bele se intensific\u0103 \u00een perioada 2025\u20132030. \u00cen practic\u0103, CPO-urile trebuie adesea s\u0103 \u00eenceap\u0103 mai devreme, deoarece moderniz\u0103rile re\u021belei \u0219i autoriza\u021biile pot dura 18\u201324 de luni.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>\u00ce3: Ce reglementeaz\u0103 \u00een principal AFIR?<\/strong><\/h3>\n\n\n\n<p>Trei lucruri: acoperirea\/capacitatea coridoarelor (TEN-T), utilizabilitatea (mai pu\u021bine dificult\u0103\u021bi \u00een ceea ce prive\u0219te pl\u0103\u021bile) \u0219i transparen\u021ba\/datele (logica clar\u0103 a pre\u021burilor \u0219i informa\u021bii mai fiabile despre starea lor). Nu este vorba doar de \u201econstruirea mai multor \u00eenc\u0103rc\u0103toare\u201d, ci \u201ede a le face utilizabile \u0219i auditabile\u201d.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>\u00ce4: AFIR solicit\u0103 plata cu cardul peste tot?<\/strong><\/h3>\n\n\n\n<p>AFIR promoveaz\u0103 taxarea ad-hoc ca fiind practic\u0103 \u0219i reduce dependen\u021ba de ecosistemele de abonament \u00eenchise. Implementarea exact\u0103 poate varia \u00een func\u021bie de context \u0219i de faza de lansare, dar direc\u021bia este clar\u0103: mai pu\u021bine dificult\u0103\u021bi pentru utilizatorii neabona\u021bi.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>\u00ce5: Ce cerin\u021be are AFIR privind transparen\u021ba pre\u021burilor?<\/strong><\/h3>\n\n\n\n<p>Utilizatorii ar trebui s\u0103 poat\u0103 \u00een\u021belege logica pre\u021burilor de facturare (de exemplu, pe kWh, pe minut, taxa de sesiune, acolo unde este cazul). Pentru CPO-uri, partea dificil\u0103 este s\u0103 se asigure c\u0103 logica pre\u021burilor afi\u0219ate corespunde cu \u00eenregistr\u0103rile de facturare, roaming \u0219i reconciliere.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>\u00ce6: De ce este dificil\u0103 AFIR pentru CPO-uri?<\/strong><\/h3>\n\n\n\n<p>Deoarece adev\u0103ratele blocaje sunt timpii de livrare ai re\u021belei, costurile de modernizare, guvernan\u021ba pl\u0103\u021bilor\/factur\u0103rii \u0219i calitatea datelor opera\u021bionale - nu dulapul de \u00eenc\u0103rcare \u00een sine.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>\u00ce7: Va afecta AFIR selec\u021bia \u00eenc\u0103rc\u0103torului \u0219i a platformei?<\/strong><\/h3>\n\n\n\n<p>Da. Platformele de \u00eenc\u0103rcare rapid\u0103 ale EVB sunt concepute \u00een jurul... <strong>implementare flexibil\u0103 \u0219i expansiune scalabil\u0103<\/strong>, ajut\u00e2nd CPO-urile \u0219i proprietarii de loca\u021bii s\u0103 \u00eendeplineasc\u0103 cerin\u021bele actuale, facilit\u00e2nd \u00een acela\u0219i timp viitoarele upgrade-uri \u0219i extinderea capacit\u0103\u021bii - f\u0103r\u0103 a impune reconstruc\u021bii de tip \u201erip-and-replace\u201d.<\/p>\n\n\n\n<p>EVB ofer\u0103 solu\u021bii de \u00eenc\u0103rcare rapid\u0103 scalabile, fiabile \u0219i u\u0219or de utilizat, care sus\u021bin o experien\u021b\u0103 mai bun\u0103 pentru clien\u021bi \u0219i opera\u021biuni mai eficiente. Pentru proiectele orientate spre AFIR, EVB sus\u021bine cre\u0219terea etapizat\u0103 a amplasamentelor: lansarea cu capacitatea de care ave\u021bi nevoie acum, apoi extinderea pe m\u0103sur\u0103 ce etapele de trafic \u0219i politici se str\u00e2ng.<\/p>\n\n\n\n<p>Pe m\u0103sur\u0103 ce termenele limit\u0103 se apropie, acum este momentul s\u0103 ac\u021bion\u0103m.
