Yes, an EV charger can work without internet, if it supports a suitable local charging mode. However, starting a new session, taking payment, using an app and controlling several chargers may still depend on connected systems. Check the exact charger and configuration—not just whether the specification lists Wi-Fi or OCPP.

This matters in underground car parks, workplaces, fleet depots and public charging sites with unreliable mobile coverage. It also matters at home: a broken broadband connection should not become a surprise when you need the car the next morning.

1. What Does “Offline” Actually Mean?

“The charger is offline” does not tell you which connection failed. Start by separating these situations:

Offline is not the same as off-grid. Offline describes a communication condition. Off-grid describes an electrical supply arrangement. Solar panels or a battery do not automatically keep a charger running during a power cut; the complete system must be designed for that operation.

2. Do EV Chargers Need Wi-Fi?

Wi-Fi is one connection option, not a requirement for every charger. Depending on the model, a connected charger may use Ethernet or a cellular connection instead. Some local controls use Bluetooth. Others use a local network that can keep operating even when the site’s broadband service is down.

These are not interchangeable promises. Bluetooth support does not automatically mean local start and stop are available. Likewise, an Ethernet socket does not prove that billing works without access to a remote server. Ask what the connection is used for and what happens when it disappears.

For a basement installation, check coverage at the planned equipment locations. Reception outside the building tells you little about the signal beside the chargers. Where reliable cabling is practical, include it in the site plan rather than leaving communications until installation day.

3. Which Functions Can Work Without Internet?

Use this as a supplier discussion checklist, not a universal product specification.

The Open Charge Alliance describes offline operation that continues existing transactions and buffers transaction messages for later transmission. Starting a new transaction is a separate issue: it may require a suitable authorization cache or local list. [1]

4. Will an RFID Card Still Work?

Possibly—but not simply because it is an RFID card. A supported charger can check a stored list of approved cards, or use a cached result from an earlier authorization. A first-time visitor may therefore be refused while a regular employee can charge. [1]

For an office or depot, ask the supplier to demonstrate a known card, a new card and a card removed from the account. Record when the charger last received updated permissions. The practical question is whether access rules remain acceptable throughout the outage.

Do not make “accept everyone” the default fix. Allowing unknown cards while offline can create sessions that cannot be billed to an identified customer. That is an operator risk decision, especially at high-power DC sites—not a general troubleshooting recommendation. [1]

5. What About Bank Cards, Apps and Plug & Charge?

A charging authorization is not proof of a successful payment. For a paid site, require a separate answer from the payment provider about permitted outage behavior. Do not infer bank-card acceptance from offline RFID support.

Check the whole journey: can the customer see the price, select the right connector, start, stop and obtain the final receipt? Ask who handles a payment approval followed by a failed start, and who resolves a missing or repeated transaction after reconnection.

6. Can Load Management Keep Working Offline?

The location of the control matters. A locally operated system and a system waiting for remote commands can respond differently to the same broadband outage. Even with local control, losing the meter connection is a different failure from losing internet access.

Ask the designer to document a safe fallback: what each charger is allowed to draw if it stops receiving reliable site information. Simply letting every charger return to its maximum setting is not a suitable default for a capacity-limited site.

Example, not a design specification: An office has several chargers sharing a limited electrical supply. During an outage, the priority is not to keep every screen showing maximum charging speed. It is to keep total demand within the approved limit while providing the charging service the fallback design can safely support.

7. Does OCPP Guarantee Offline Charging?

No. OCPP is a communication protocol, not a guarantee of every feature. The Open Charge Alliance identifies optional capabilities within its certification framework. Its guidance for resource-constrained devices also explains that authorization caches and local lists can be omitted from a minimal implementation. [2] [3]

Ask for the exact charger model, firmware version, supported functions and tested management platform. Replace “OCPP supported” in your acceptance sheet with a demonstrable requirement: which drivers can start, under which outage, with which stored records?

8. What Should Different Sites Prioritize?

  • Home: confirm local starting, any locally stored schedule and safe operation if communications fail.
  • Apartments and workplaces: prioritize user permissions, shared power limits and records for allocating costs.
  • Fleet depots: agree which vehicles must be ready first and how staff will operate if remote dispatch is unavailable.
  • Public DC charging: test new visitors, payment dependencies, clear screen messages and access to support—not only a staff RFID card.

Some markets also have specific requirements. In Great Britain, the smart charge point regulations cover eligible private domestic and workplace products and require continued charging after loss of a communications network. The stated scope excludes public and rapid charge points, among other exclusions. Do not turn this into a worldwide requirement for every AC or DC charger. [4]

9. Ask for a Disconnect-and-Reconnect Test

A short demonstration is more useful than an unexplained “offline ready” label. Have the supplier and authorized commissioning team test the agreed setup before handover. This is an operational checklist, not a replacement for electrical commissioning or product certification.

  1. Record the setup: model, firmware, backend, authorization method and approved power limits.
  2. Interrupt the management connection: use an agreed network test while keeping electrical supply and safety systems intact.
  3. Check an active session: observe the vehicle, charger display and locally available stop method.
  4. Try a new session: test the user types the site is supposed to serve, including a previously unused credential.
  5. Check payment separately: have the payment provider confirm permitted behavior and failure messages.
  6. Check shared power: verify the approved fallback with more than one connected vehicle.
  7. Restore the connection: check session identifiers, energy readings, timestamps and billing records for missing or repeated entries.
  8. Record the result: save evidence, unresolved limitations and the person responsible for each issue.

Test a charger-to-backend outage separately from a failed local meter link. For longer outages, also agree storage capacity, record retention and what happens when local storage is full.
